BCCI Will Review Two-bouncer, Impact Player rules for IPL 2025 and Syed Mushtaq Ali Trophy
The Board of Cricket Control India is all set to review the Impact Player and Two-Bouncer rule. The two rules were newly introduced by the board in IPL and Syed Mushtaq Ali Trophy.
BCCI introduced the Impact Player rule in IPL 2023 and since then the new rule has received criticism from the experts. The two-bouncer rule was introduced in the Syed Mushtaq Ali Trophy in 2023 and later it was adopted by IPL.
Cricket experts in India and across the globe have criticised the two new rules in the past few years. According to the critics, the impact player rule is not in the favour of the bowlers and hence bowlers have struggled in Indian domestic cricket.

What is the Impact Player Rule?
According to the definition of the impact player rule, all the IPL teams can select five substitute players with the starting XI before the start of the match. During the match, the captain can choose any one player from the substitute list and that player can replace any player in the starting XI.
For two years, the impact player has been part of the Indian Premier League.
How Has the Impact Player Rule affected IPL?
Cricket experts have stated that the impact player rule has diminished the importance of an all-rounder in the team. The teams have become more batting-centric rather than having a balanced unit in the match.
However, the positive side of the rule has been that it has made IPL more thrilling. High-scoring fixtures have started taking place and that has given cricket fans a perfect reason to enjoy the T20 league of India.
What is the Two Bouncer Rule?
The two-bouncer rule was first introduced in India’s T20 domestic cricket competition Syed Mushtaq Ali Trophy in 2023. The rule says that the bowlers can only bowl two bouncers or short-pitched deliveries in an over.
Two bouncer rule was later on introduced in IPL and the change has not been welcomed by the cricket experts in India.
How Has the bouncer Rule affected Cricket in India?
Many cricket experts believe that the two-bouncer rule has restricted the pace of bowlers. Bowling bouncers gives an opportunity to the bowler to intimidate the batter but because of fewer options, the sport has become batting-centric in India.
In IPL 2023, short balls went at 11.23 runs per over at the death (overs 17–20), but in the current edition, the rate is 9.02 runs per over.
An Introduction to a New Rule
In the process of reviewing the two rules, BCCI also introduced a guideline for playing condition of various domestic cricket competitions in India. However, the guidelines for Syed Mushtaq Ali Trophy were not mentioned in the document.
